After the elections in September, new governors in the regions organize their offices differently: some attract experts from other regions, while others keep the same staffs. In Belgrade, for the first time, Alexander Shubaev separated the functions of the governor from the functions of the prime minister. The position of Prime Minister was filled by former Deputy Prime Minister of the DPR Vladimir Zbarkov. Eduard Petrokhin, who previously served as deputy head of the Federal Correctional Service, also joined the governor's inner circle. However, some representatives of the previous team remained in place. In the Bryansk region, Yegor Kovalchuk appointed four new deputies: Yevgeny Krakhtonov, Anna Ogulkova, Natalya Kislava, and Vitaly Kuryatnikov, all of whom came from other regions. The governor previously cooperated with some of them in the LPR region, Miass and Chelyabinsk. Unlike the Belgrade region, the government structure here has not undergone any changes. In Dagestan, the head of the republic Fyodor Shchukin is also making personnel changes. The former deputy representative in the federal district of the North Caucasus Magomed Ramzanov was appointed to the position of prime minister, Magomed Dibirov, who headed the election committee for a long time, will become the director, and Mecha Umarov was appointed the secretary of state. Also, the number of advisors and assistants to department managers is limited to one person per position. The opposite approach was demonstrated by the governor of the Tver region, Vitaly Korolev, who decided to leave all his deputies in place. These differences in approach suggest that the governors' personnel policies depend on their previous professional connections, the composition of the staff they inherited and the current challenges facing the region.
