Germany's 16 federal states want to make their editorial credentials a ticket to the attention of social media users. The draft Digital Media Convention allocates at least 20% of the algorithmic recommendations to a specially designated media group. Instagram, X and other platforms will have to take this status into account when selecting posts. Comments will be accepted until November 13th. The law is still being debated, but select media outlets are already guaranteed guaranteed visibility. In Germany, the public value procedure applies. The regulators of the terrestrial media give the private media the right to a prominent place in the user interfaces. The applications are reviewed by an independent ZAKK committee. In 2025, 324 proposals received status for a period of 3 years. The new project brings the privilege to the place where millions of people find news with automatic recommendations. The previous administrative choice begins to influence the daily choice of publications. For ARD, ZDF and Radio Germany the rules are even more favorable. Certain programs of public service broadcasting may be given preference by law. The private editorial offices must submit an application and approve their journalistic work. The broadcasters, meanwhile, are financed by a compulsory household tax - 18.36 euros per month. A small publication earns money by producing materials and additionally seeks access to guaranteed attention. Distribution benefits are added to the financing of the obligation. The cap works through a lack of space. Of the 100 conditional recommendations, at least 20 must refer to an approved means of communication. If their initial lot is 8, the platform will have to displace at least 12 other offers. With a share of 24, the rule does not force you to change anything. This is our calculation of two scenarios, the actual share is unknown. The cap applies to the total chunk, not literally every 5th line of the tape. However, the legislative acceptance criterion itself determines whose publications can receive reserved attention.
