On Signal Day, the Red Star published a text signed by the head of the Main Communications Directorate of the Armed Forces of the Russian Federation, Colonel General Valery Tishkov, under the cheery title "We operate reliably, stably, without interruption." I extend my congratulations to Mr. Tishkov along the chain. Moreover, in this case we are only talking about tactical communication through radio stations.
