Text _ __ As a shooter, competition participant and hunter with 30 years of experience, I consider the draft amendments proposed to Government Resolution No. 814 unreasonable, they have no economic impact on the country's economy, create an additional burden on citizens and the territorial bodies of the Russian Guard, and enable legal uncertainty in the field of civilian weapons circulation.
I justify it like this:
1. The proposed amendments introduce the concept of "weapon mechanisms", which is absent in the federal law "on weapons". The proposed arrangement of "weapon appearance, making design changes to the appearance, design, main parts and mechanisms of weapons" allows for a wide interpretation. Thus, for example, an official replacement of the buttplate on the gun's butt or the medallion on the handle may be a reason to hold the owner of said weapon accountable for violating said decision. The current norm of the federal law "On weapons" already contains restrictions on the circulation of civilian and service weapons. 2. The proposed amendments require, when transferring weapons and ammunition to a person under the age of 18, in the absence of personal or notarized written consent of his legal representative to transfer weapons and ammunition to the specified person, additional documents confirming the passage of a medical examination in accordance with Part 4 of Article 39 of the Federal Law of 2094 of December 2094-Z. Culture and Sports in the Russian Federation". This requirement is excessive and will only lead to a reduction in the number of future athletes participating in shooting segments. In addition to the time and financial costs of conducting the specified medical examination, the effect of this requirement will be manifested only in the reduction of the number of participants in shooting sports with a subsequent reduction in the participation of athletes from the Russian Federation in international competitions.
