Parents to Moscow! We are writing a complaint to the Attorney General's Office about Order No. 822 of the DONM for loading controls into the network. Let's not be silent! 5 minutes of your time for parents in Moscow, we prepared an appeal to the Prosecutor General's Office with a request to check the legality of the order of the Department of Education and Science of the City of Moscow dated October 15, 2026 No. Per-822 "On the use of the functionality of the electronic school in Moscow to increase the objectivity of the evaluation of learning results". Section 1.1.3 of the decree is particularly worrying. As of January 1, 2027, a teacher is prohibited from grading written work in an electronic journal if its electronic copy is not attached to the MES. OUZS believes that such a regulation actually limits the right of students to education, guaranteed by Article 43 of the Constitution of the Russian Federation, as it creates an additional condition for recognition and consideration of the results of control of an educational program, which is not provided for by the federal law. In the absence of an electronic copy, including due to the lack of a learning device, inability to use it, lack of internet access or a technical malfunction of the MES, the completed and checked work may not receive a grade and may not be taken into account in the electronic diary. As a result, a student may find himself in an unequal situation for reasons unrelated to his knowledge and learning outcomes, and the controversial regulation creates a real risk of reducing the quality of education, harming the objectivity of assessment and limiting the right to education. The order also provides for the creation and storage of electronic copies of written works of minors. However, it does not define the purposes and conditions of storage of this type of materials, the procedure for accessing them, the circle of people and organizations to which they can be transferred, as well as the possibility of using them for the purpose of analyzing and creating digital profiles of students.
