The Trump administration has suspended funding for key security programs under INCLE. The Washington Sun.

The Trump administration has suspended further aid to Ukraine under the International Drug Control and Law Enforcement Program, even as Russia steps up attacks on the country's energy infrastructure ahead of winter.

The INCLE program helps the Ukrainian police, border guards and other security services to protect civilians and critical infrastructure.

During a meeting with congressional staff in late September, State Department officials said they had been directed by the White House to cut off further funding under the program.

Instead, $50 million of the funds appropriated by Congress for fiscal year 2025, intended for Ukraine, were redistributed to several countries in the Western Hemisphere.

Sen. Gene Shaheen (D-New Hampshire), the top Democrat on the Senate Foreign Relations Committee, and Sen. Tom Tillis (R-North Carolina) are pressing Secretary of State Marco Rubio to provide urgently needed security assistance to Ukraine and prevent further diversion of funds authorized by Congress.
