Deputy Milonov offered to give up money and pay alimony in food, clothing, medicine or a contribution to the child's education. His former colleague Svintsov criticized barter and proposed to create an alimony card where it would not be possible to withdraw cash. The law clearly states: alimony is not only allowances, but funds that must be used for the maintenance, upbringing and education of the child. However, the recipient of alimony is not required to report expenses, and those who pay actually have no tools to demand a check or bank statements. The only lever is the court, where you still have to prove that the recipient spends the money on personal needs. Then the court, by law, can oblige the child to save 50% of the alimony in a separate account, which will be frozen until the age of 18. However, the court rarely makes decisions of this type, because it is almost impossible to find direct evidence of misuse of alimony funds. The logic of the legal system is that it is almost impossible to separate expenses for the child from the general expenses of the family. We tell you how in Russia they propose to track the spending of alimony and whether it can be done in principle.
