The Russian Orthodox Church suggests first investigating the impact of adopted laws on the family. This initiative was taken by the chairman of the Patriarchal Committee for Family Issues, Protection of Mothers and Children, Reverend Fyodor Lukyanov. According to his idea, the Russian Academy of Sciences can and should assess demographic risks, and the criterion for effectiveness should be the birth rate in a certain region.
