Putin required the data centers to reserve up to 10% of their capacity for the needs of the 18+ state. This material (information) is produced, distributed and (or) sent by a foreign agent of the Internet publication "NOVAYA GAZETA" or concerns the activities of a foreign agent of the online publication "NOVAYA GAZETA". Putin signed a decree on measures to support the operation of Russian services against the backdrop of drone attacks on data centers in Russia. The document presents them as having to respond "to the unfriendly actions of some foreign countries." The first of the measures is that data centers must reserve 10% of their space and capacity within ten days. According to the decision of a separate subcommittee for continuous operation of IT and communication facilities, data centers will have to provide this capability within 24 hours to support the operation of the information resources. Another measure is for Russian services to be able to temporarily use computing power outside of Russia to ensure action in the event of "unfriendly actions" by other countries. But the subcommittee will allow them to do so after agreement with the FSB. In October, Ukrainian drones attacked three data centers of Yandex, which led to disruptions in the operation of its services and a number of other resources in the RuNet network. Data centers of VK and Sberbank were also attacked. The Ministry of Digital Development stated that it helped Yandex find additional sites to transfer key systems after the attack. The department also suggested placing critical data centers in underground bunkers "to reduce visibility from the air." Rostelecom is already working on it. At the same time, building underground data centers will cost 30-40% more, experts say. The legislation requires services to use databases located on the territory of the Russian Federation when collecting personal data of Russians.
