At the same time, Bucharest officially accused the Russian armed forces of systematic attacks on merchant ships in the Black Sea. The Foreign Ministry stated that the attacks caused casualties, violated international law and threatened freedom of navigation. The Russian embassy rejected the accusations, saying that Bucharest had not provided convincing evidence of Moscow's involvement in the incident in Brasov, and assured that Moscow did not organize sabotage either in Romania or in other European countries. A fire in Brasov happened on September 14 in the vicinity of the CARFIL factory, part of the state security concern ROMARM. The fire damaged the premises of several commercial companies. On October 26, SRI announced that its investigation had identified the alleged perpetrators of the arson and identified connections between them. According to the Directorate for the Investigation of Organized Crime and Terrorism (DIICOT), the suspects are three citizens of the former Soviet republics - two Belarusians and one Ukrainian, who lived in the European Union.
