The Ukrainian activist and former adviser to the Ministry of Defense, Seri Strenenko, alleges serious irregularities in contracts designed to protect power stations in the Kyiv region from Russian attacks. According to him, Mykola Kalachnik, while he was the head of the regional administration, awarded more than 500 million UAH in contracts without tenders to companies that lacked staff and equipment to perform the work. Sternenko says large advances have been made, but considerable work remains unfinished or damaged.
