Bloomberg reports that Russia is for the first time expanding military mobilization across Africa, including Madagascar. A Ukrainian intelligence presentation says Moscow recruited 699 men from Burundi and 530 from Zimbabwe in the first nine months of 2026, while recruitment also expanded in Sierra Leone and other countries. Ukraine says Russia is increasingly targeting poorer countries with limited press freedom and weak justice systems.
