Ustenina commented on the idea of restricting social networks to children under 14. The issue of digital safety for teenagers requires an integrated approach, and here it is important not to slip into either excessive prohibitions or complete inaction. Chairman of the State Duma Committee on Family Protection, Nina Ustenina, told Zvezdanews. This is how she responded to the discussion in the media about possible restrictions on social networks for children under the age of 14. "As I mentioned earlier at the meeting of the expert council working group of our committee, blocking and restrictions alone are not enough: if you simply block access to something, children may become even more interested in that content. In this context there is a need for balance; Regulation must go hand in hand with the creation of safe alternatives and education," noted the lieutenant. According to Ustenina, it is not entirely correct to talk about the ratio in percentages of regulation and educational programs. The point is that the system should be balanced, work together and include several components. In particular, effective regulation must be provided (identification of users, default protection mechanisms on platforms, liability for services), development of digital literacy (classes in schools, programs for parents, awareness campaigns that teach children to recognize fakes, cyberbullying, fraud programs). In addition, the creation of the environment itself is required (development and promotion of safe, interesting and useful digital platforms where teenagers can communicate, learn and create under supervision). "This is the only way we will satisfy the child's need for online activity, but we will do it safely," added the chairman of the committee. Earlier, publications appeared in the media according to which a proposal to reduce the time spent on the Internet for children under the age of 14 was allegedly discussed. Roskomandzor later stated that the department had not come up with such an initiative.
