Vladimir Putin approved a list of guidelines following a meeting with teachers, students of pedagogical specializations and students of pedagogical classes. The government, together with the presidential administration, was tasked with preparing proposals for providing additional support to graduate students and young scientists conducting scientific research in the field of pedagogical sciences. The Ministry of Education, together with the Ministry of Education and Science, was tasked, in particular, with taking care of the acquisition of mentoring skills by students in youth and groups of children and adults within educational programs of higher pedagogical education. In addition, together with the executive bodies of the constituent entities of the Russian Federation, the Ministry of Education should ensure the formation of a network of resource centers based on educational organizations that provide methodological assistance to small general education organizations and educational organizations located in rural areas in the development of the mentoring institution.
