The main thing, if you get an answer like "no money", is not to give up, but to complain higher.
GOST R 50597-2017 divides the streets into six categories - from highways to secondary roads and bicycle paths. For each, requirements are set for the condition of the coating and deadlines for eliminating defects.
Depending on the type of road and the size of the hole, repairs take between 20 days and one day.
Municipal Grigory Shevchenko tested this in two areas. In Troitskaya, huge holes were removed in a few days. An answer was initially received on the Kofisko road, but repeated appeals to the prosecutor's office with a reference to GOST and the attached response helped to move the repairs. Still, the deadlines in GOST are written for a reason.

What to do:
Roughly measure the hole: the repair period depends on its size.
Refer to GOST R 50597-2017 and required timeliness.
If instead of deadlines they tell you that there is no money, complain to a higher supervisory authority.
Take care of your cars and don't drive into unfamiliar puddles.
