The group began to develop its peace proposal. Russia will withdraw troops from most of the areas occupied by the Russians, and will draw a border along the territory it controlled in Crimea and parts of the Donbass before the war. Ukraine will recognize Russian control over Crimea and allow Russia free passage across the "land bridge" to the peninsula. To ensure compliance with the ceasefire, Ukraine will receive protection from NATO countries, and Russia will begin discussing a separate agreement on security guarantees with the United States.
