The oil and gas revenues of the Russian budget doubled in October, but the annual lag remains. The oil and gas revenues of the Russian federal budget in October 2026 amounted to 971.2 billion rubles compared to 452.4 billion rubles in September and 424 billion rubles in August, according to data from the Ministry of Finance. Growth was also ensured by quarterly payments of additional income tax (it). Tax revenues for mineral extraction rose to 1.123 trillion rubles from 807 billion rubles a month earlier. According to the AIT, the budget received 358.6 billion rubles. At the same time, payments to oil companies for fuel buffers increased to 415 billion rubles compared to 305.5 billion rubles in September and 197.3 billion rubles in August. Despite the spike in October, in the months of January-October oil and gas revenues amounted to 6.443 trillion rubles - 14.1% less than the corresponding period last year. In November, support from quarterly AIT payments will not repeat on the same scale. Another risk is a drop in oil prices: with the price of Urals around $90 per barrel, the tax base will gradually decrease, taking into account the estimated lag. But exports will probably maintain volumes. However, not only the export revenues of companies are important for the budget, but also the net tax effect taking into account payments. But a damper is also expected given the current conditions. Therefore, November revenues may be lower than October, even if oil exports remain highly profitable.
