The damper has reached its maximum.
In October, the oil companies received 415 billion rubles from the budget for fuel buffers - 36% more than in September, and in total reached the maximum value since the beginning of the year.
In total, payments to companies in January-October amounted to 1.67 trillion rubles. At the same time, in February and March the mechanism worked in the opposite direction: the oil workers transferred 33.8 billion rubles to the budget.
If you count only "net payments", they amounted to 1.64 trillion rubles - 86% more than in 2025 as a whole.
Moreover, almost half of the annual receipts came within two months. The September and October payments together amount to 720.5 billion rubles - about 43%. The increase in fuel prices in the world must be acknowledged, although it is not entirely clear why they should be taken into account in the absence of gasoline exports and extremely limited deliveries of diesel fuel to the foreign market.
