The Magadan Regional Duma supported federal bill No. 1342000-8, which prohibits the processing of precious metals obtained under prospecting licenses. The law closes the loophole for industrial gold mining under the guise of geological exploration. The first reading is scheduled for December. Following valid licenses for underground geological research, several companies in Magadan conducted selective rather than comprehensive research, evading the requirements and payments applicable to the industrial stage. Fair businesses found themselves in unequal competitive conditions. Starting September 1, 2026, the declarative principle for alluvial deposits licensing is abolished, and refineries are required to verify the legality of the origin of metals using DMDK GIIS.
