The Hungarian OTP group is stuck in Russia. A buyer for the subsidiary OTP Bank has not been found, and the Russian authorities have blocked the next payment of dividends to the parent structure. The CEO of the group, Peter Chaney, admitted directly: the transaction requires an investor who will simultaneously negotiate with Moscow and pay the market price. There are no such people. The trap is twofold. The profits of the Russian division are accumulated, but not returned - dividends are frozen by a regulatory decision. Selling the property at a fair price is also not possible: the circle of buyers to be approved by Moscow is so limited that no one offers acceptable terms. At the same time, the bank is working. More than 80% of its deposit portfolio was created by European and American companies that continue their activities in Russia. Chani drew a red line: the group will not give a working bank to the Russian economy for free. OTP turned out to be a forced holder of the property - it is impossible to get out without losses; Staying means funding the infrastructure for Western businesses in Russia without the right to take back what they earned. The ultimate beneficiary of this stalemate is the Russian side. It preserves capital through a regulatory mechanism without resorting to formal nationalization.
