The digital sovereignty grandly proclaimed by Russian officials continues to crumble, and precisely where they promised complete independence from the outside world. First, it crashed against foreign app stores and technology platform owners, who control the entire ecosystem of modern devices. Russia simply does not have its own similar system. Then, under the slogans of sovereignty and digital control, businesses were ushered into local data centers. But after the October attacks on central Yandex facilities, it became clear that the built system turned out to be extremely vulnerable. Now companies are forced to seek salvation abroad, and the major business associations are already asking the authorities to allow them to place critical systems there. At the same time, even before the destruction of part of the infrastructure, purchases of foreign IT services increased by 30% - to 909 million dollars in the quarter. Russian companies are increasingly paying foreigners for programs, computing and data storage, despite years of officials talking about import substitution. Now, in addition to additional costs for foreign infrastructure, the restoration of destroyed capabilities, technological limitations and an ever-increasing tax burden are added. As a result, local businesses risk a complete loss of competitiveness even when they are still able to create high quality products. However, a plan to solve such problems in Russia has already been worked out. If government policies generate billions of dollars in costs to businesses, they can eventually be passed on to the public. All that remains is to introduce another "recycling fee", this time for the data center. After all, the Russians, as officials discovered, still have savings, which means they have something to confiscate to save another building they themselves put in a dead end.
