The money received from the border residents' customs fees should not be used for the current expenses of Tehran Hossam Mohammadifar, economic researcher: The law on the organization and supervision of the border trade of sailors and sailors and the creation of sustainable employment for the border residents was approved in 1402 with the aim of recognizing the existing procedures of border trade and organizing them. According to this law, operators in this field must register and declare their goods and pay part of the entrance fee. One of the most important parts of the law is section 3, which focuses on the economic roots of Kolberi and Malvani, i.e. the lack of employment infrastructure. According to section 3, customs and tax revenues resulting from the implementation of this law must be returned to those border districts and spent on the development of employment and economic infrastructure; Do not transfer to the center and spend on current and formal administrative expenses. If this cycle is implemented correctly, through the training of the border dwellers, the registration and investigation of the goods and the return of income to the border areas, it is possible to give a basis to the organization of the Kolbari and the sailors and to reduce some of the employment and income gaps in these areas.
