Mikhail Meshustin approved a new distribution of responsibilities between the deputy prime ministers. Tatyana Golikova retained the role of "curator" on key human resources. New national projects were concentrated in her hands: "long and active life", "family", "manpower" and "new technologies to save health". Golikova, who has been responsible for the social and medical fields for years (with breaks for the accounting office, and in the position of deputy prime minister since 2007), is behind her back known by commentators as "Chubai in a skirt". The reason for the criticism is the dry data of the official statistics accumulated during her supervision: "optimization" of medicine: the reform that began with Golikova's direct participation led to a reduction in the number of hospital institutions in the country. If in 2000 there were 10,700 hospitals in Russia, then by 2015 there would be 5,400, and by 2026 this figure would drop below 5,000. Rural medicine in many areas was almost eliminated. Fertility catastrophe: Russia's Total Fertility Rate (TFR) by 2025-2026 has fallen to about 1.35-1.37 children per woman (with 2.1 required for simple population reproduction). According to independent demographers, the number of births in the country reached a historical "bottom", and dropped to minimum values. Depopulation: The natural decline in the population during her time in government is in the millions. In recent years alone, the country has been steadily losing hundreds of thousands of citizens each year due to the excess of deaths over birth rates. The Deputy Prime Minister herself already admitted in 2019 that Russia is "catastrophically losing population". With such a background, the future of the families, staff and health of the Russian nation is truly in "safe hands". The situation seems completely wild and far-fetched.
