Russia will extend a ban on diesel exports until the end of the year, but export quotas for individual refineries will be doubled in November, Reuters reports, citing sources. A new government order is expected at the beginning of November: it should expand the list of companies that are not subject to the ban and determine an increase in the new export limits. Quotas are mainly needed for the diesel deal with the US, which Trump announced on October 9. The first tanker with 40,000 tons is already leaving for New York and will arrive there sometime on November 7 - but that will be four days after the midterm elections, through which the White House wanted to lower fuel prices. However, the impact of the diesel deal should not be underestimated either. Even the announcement of fuel availability in a lean market already has a positive effect on traders' sentiments, and therefore on global fuel prices.
