Representative Jamil Al-Sayyid recalled part of his experience within the military and security establishment, speaking about the stage of reunification of the Lebanese army in the early 1990s, and at the same time sending a message of support to the current army leadership on the occasion of Army Day.

Al-Sayed said, in a post on the “X” platform, that the Lebanese army was in late 1990 divided between brigades with different sectarian majorities, noting that he participated, in his capacity as Assistant Director of Intelligence at the time, in preparing a plan to reunify the military institution in coordination with the Army Commander, General Emile Lahoud, and the Director of Intelligence, Brigadier General Michel Rahbani.

He explained that the plan faced interceptions from several sides, before it gained the support of the late Syrian President Hafez al-Assad, as he put it, which allowed the implementation of the process of restructuring and unifying the army between 1991 and 1998. אל-סייד הדגיש כי המדיניות שננקטה באותו שלב התבססה על העיקרון של שמירה על איזון עדתי בתוך המוסד הצבאי, מבלי לאפשר המרת תפקידים למכסות פוליטיות, וציין כי נקט באותה גישה תוך נטילת אחריותו במנהל הכללי לביטחון פנים.

הוא סבר כי המוסד הצבאי חזר, לאחר 2005, להתמודד עם ההשפעות של מכסות פוליטיות ועדתיות, במיוחד באתרים רגישים. עם זאת, הוא הדגיש כי הצבא נותר גדול מכדי להיות נתון לדומיננטיות של כל ישות או מפלגה פוליטית.

בהודעתו לפיקוד הצבא הנוכחי, בראשות הגנרל רודולף הייקל, הזהיר אל-סייד מפני סכנת השלב שעוברת לבנון, לאור המתיחות הביטחונית המתמשכת והאתגרים הכלכליים והפוליטיים, הקורא להגנת המוסד הצבאי ולשמירה על אחדותו.

הוא הוסיף כי הצבא עדיין מייצג את הערובה הבסיסית לאחדות המדינה וליציבותה, בהתחשב בכך שהמוסד הצבאי שנותר מאוחד מייצג את גורם הבטיחות העיקרי של הלבנונים בשלב עדין זה.
