Lawyer Dmitry Lesnyak responded to the Regnum news agency about a video of a construction site at night in the Moscow district of Izmailovo, where the work site is located near residential buildings, and the noise from there is heard through the window.
According to the expert, in Moscow, complaints about violations of noise level requirements during construction are considered by the administrative and technical inspection, and in the Moscow region - by the relevant office. At night in living rooms, the noise should not be louder than 30 dBA on average and 45 dBA at peaks.
Lesniak advised residents to collect evidence in advance, as the arrival of experts to check the noise level could take a long time - by this time the construction work may have already been completed. To file a complaint, it is best to use electronic services.
