Kidnapping-style mobilization. Human rights activists reported 46 cases of men being kidnapped to force contracts over two months in the fall. Sometimes their relatives beat them in September and October, the anti-war project "For the Forest Way" received 46 reports of "abductions" of men and forced them to sign a contract and go to war, said project representative Ivan Chubilayev. Such requests came from 12 regions of Russia. Most often this happens according to the "Penza plan" - the police stop people on the street, under the pretext of "checking" they take them to the police station or directly to polling stations, where they are forced by persuasion and threats to sign a contract. Alcohol and violence are often used - men are drunk and beaten, notes Chuvilyaev. In Omsk, the police arrested a father with many children on the way from the store. A few hours later, his wife found him at Sirius' pick-up point, very drunk, although he was sober when he was arrested. The man said he was hit in the head and offered him a drink of vodka. He signed a contract, complaints to the Military Registration and Recruiting Office and the Military Prosecutor's Office remained unanswered. Two similar requests came from Bashkiria and the Ulyanovsk region: men were arrested on the street for drinking alcohol, and in the department, under the guise of issuing fines, they were allowed to sign contracts with the Ministry of Defense. In one case, the signature was photographed to confirm its "voluntariness". In the Tomsk region, neighbors complained about a loud party. The military police responded to the call - it turned out that the owner of the apartment was wanted for leaving the unit without permission. The guests were also detained with him, one of the men was taken to the military registration and recruitment office - being drunk, he signed a contract. According to the relative, there was no medical examination. In the Jewish Autonomous Region, a contract was signed by a 63-year-old pensioner with tuberculosis and a host of chronic diseases. The relatives do not know the circumstances of the signing, but after that he was transferred several times between military units and hospitals.
