They want to send the "Heroes of the Northern Military District" to the leadership of the town halls. United Russia has initiated a law according to which the war will be considered during the period of service in the municipal service. Such a project was submitted to the State Duma today by the chairman Vyacheslav Volodin, his first deputy Irina Yarubia, the leader of the United Russia faction Dmitry Kobilkin and several other members of United Russia - deputies and senators. And almost all the deputies of the faction signed it. This was intended to emphasize the special importance of the document - although it fit into one page, and the signatures occupied 15. The law will make it possible to count service time in the army or the Russian guard as experience not only in the civil service (as now), but also in the municipal service. So veterans will be able to immediately receive senior positions in the mayor's office and in the district administrations (as well as a bonus for length of service): according to the existing rules, it is impossible to appoint mayors and deputy mayors without experience in the municipal service. And Putin demands to help the "new elite" in their careers, the authors emphasize. The participants in the war with Ukraine have already taken the high and main municipal positions that require experience, so the Moscow region drew attention. In some areas, according to local laws, city experience can be replaced by "work in expertise". But sometimes people who served in the army all their lives came to power. In January, Sergey Krasev (pictured on the left), a participant in the war with Ukraine and in the "Time of Heroes" program, was appointed the head of Samara in matters of support and rehabilitation of "Tac" participants. The position belongs to the "highest" group and requires 4 years of urban experience or 5 years of work in an internship. Krasev did not have them: he served in the Airborne Forces for 25 years. Vladimir Parfilyev (pictured on the right) assumed the position of head of the administration of the Turkovich settlement in the Leningrad region. The experience requirements are similar. Perfilaev's biography states that after military service he stayed in the army, fought in Syria and learned to be a car mechanic. Pavel Xenopontov headed the administration of the Norma settlement (also Leningrad region) in July.
