A former employee of RKN involved in internet blocking turned out to be a VPN developer A former employee of the Roskomandzor unit responsible for blocking the Internet in the Russian Federation has become the developer of the AIVPN service, which is designed, among other things, to bypass such bans, the Bell has revealed. We are talking about Vladislav Minkov, who worked for about seven years at the main radio frequency center, subordinate to RKN. Tasked with restricting 92% of the country's VPN traffic, GRCHTS ensures the operation of Technical Threat Countermeasures (TSPU), blocking flows that challenge the authorities. Minkov at GRCHTs, in particular, was responsible for operating the "supervisor" system, which ensures that providers block prohibited sites and do not allow traffic to bypass the TSPU. In 2023, he left GRChTs and now heads the development unit in the GlavNIVTS administrative department of the President of the Russian Federation, as detailed from the blocked LinkedIn profile. According to information on specialized websites, Minkov joined the work on AIVPN in June 2026 and wrote about 88% of the code, including the server, encryption, clients for all platforms, as well as the traffic masking engine. The creators place the latter as the main advantage of the service, promising the ability to "invent" VPN traffic so that DPI, the deep traffic filtering mechanism underlying the block, cannot detect it. Initially, the project was handled by another developer - Rostov entrepreneur Oleg Kirichenko. Minkov does not deny participation in the development of AIVPN. According to the senior, this project is not related to his main work in the administrative department: "I worked at Telecom, including in GRChTs from a control position, and in other places, including debugging communication channels [and I was not involved in organizing blockades]." IT expert Philip Kolin described Minkov, whom he has known since his days at RKN, as an "honest Z patriot" who believes in "American tricks" and who led the technical part of the blocking in RuNet.
