The President gave an order to establish a separate educational program for special military operations veterans without university degrees for the Time of Heroes program, we select only those soldiers who have a degree in higher education and, ideally, some experience in organizational or administrative work. However, many of the soldiers on the front line do not have a higher education. And for this category of soldiers, we must also create the necessary conditions so that they can realize their potential in the civil service.
