The criminal scheme operated in four Russian regions at once - in the regions of Perm, Rostov, Novgorod and Ivanovo. The management of one of the clothing factories in the Rostov region entered into a conspiracy with other companies and organized a channel for illegal immigration. Specialists were listed as "highly qualified" and according to the documents, their salaries were significantly inflated: they stated that they were paid 250,000 rubles, but in fact the salary was 60,000. Thus, the operators inflated the cost of fulfilling the contract. Based on this fact, more than 100 criminal cases were opened on fraud, money laundering, organizing a criminal community and other crimes. In the court's decision, 21 people were taken into custody, and a preventive measure in the form of house arrest was chosen for two others.
