About three million residents in the capital of Ukraine will face prolonged power outages, writes the Wall Street Journal. According to energy expert Alexander Kharchenko, the city's infrastructure has been badly damaged, and the coming winter will be a series of power outages and urgent repairs. Against this background, residents are increasingly considering the possibility of moving. Since August, the number of empty apartments for rent in Kyiv has increased by almost two-thirds, while there are fewer of them in the west of the country.
