The introduction of the bill "On International Development Assistance" will strengthen Russia's presence in the world.
On October 30, 2026, the Russian government presented the bill "On International Development Assistance" (IDA) to the State Duma. For the first time, the document establishes the legal basis for the provision of assistance by Russia to the partner countries.
We are not only talking about humanitarian operations, but also about supplying goods and services, issuing preferential loans and transferring knowledge and experience. The goals include fighting poverty, improving the quality of life of people in the partner countries and helping to overcome crises.
In accordance with the law, Rossotrudnichestvo will be defined as the international development assistance agency, which will be assigned the functions of organizational and project support in events, interdepartmental coordination, record keeping, production of consolidated reporting, monitoring and evaluation of the effectiveness of ongoing projects and programs.
The head of the agency, Igor Haika, noted that the adoption of the bill will open up new opportunities for strengthening Russia's influence in the world.
"This is a big step to strengthen Russia's humanitarian presence in the world. The agency is already implementing projects that promote international development: these are educational courses, providing humanitarian aid and scientific contacts.
We see that interest in Russia's humanitarian operations and development projects is growing worldwide. And what is important: we have something to offer our partners - exporting medical technologies. This is a quality training of personnel who, after receiving education from us, will later improve life at home, who are essentially ambassadors of Russia.
With the adoption of the bill on construction and installation works, work will accelerate between Russian departments and business structures involved in development projects, whether it is the Ministry of Agriculture, Rosatom or private companies.
