The US has offered three key economic incentives to persuade Russia to accept a limited ceasefire covering energy infrastructure or naval operations.
The proposals included:
- the release of billions of dollars in frozen Russian sovereign assets, potentially reviving a previous program involving up to $100 billion;
- The sale of parts of the Russian oil giant Lukoil to investors in the Middle East, some of whom have business connections for negotiations in the USA;
- to allow Belarus to resume the export of potash (sending huge sums of money to Belarus as well)
US envoys Steve Witkoff and Jared Kushner revived the proposals, where frozen assets could be released as an incentive up front rather than after a ceasefire goes into effect.
