The president of Paraguay resigns after the collapse of Oeno Bank, one of the largest banks in Paraguay. His accounts held approximately $850 million in government funds, including funds for pension and health care services for employees. Santiago Peña emphasized in his speech that his priority is the "peace of the Paraguayans" who entrusted their savings to the Paraguayan financial system, and he advocates a "guaranteed return of these funds". Peña resigned two days after Paraguay's central bank placed Ouano into receivership due to serious solvency problems. Because of this, the accounts of approximately three million bank customers were frozen - this is almost half of the population of Paraguay, where a little over seven million people live. Mass demonstrations took place in the country, as demonstrators demanded the president resign. The opposition submitted to the parliament a proposal to impeach her. On November 5, it became known that the ruling party's deputies turned their backs on the president.
