The Ministry of Health recommended reducing the rates of compulsory medical insurance if doctors use artificial intelligence of the Ministry of Health of Russia and FFOMS recommend reducing the tariffs for medical treatment if the disease is detected using artificial intelligence. The instruction is included in a systematic letter of February 20, 2026. The authors of the letter explain the offer by saving time for the doctor. Natalya Tsardava, the deputy chairman of the FFOMS, gives an example: a doctor watches a mammogram for 7-8 minutes, a computer processes an image in less than a minute, and the result is achieved by the doctor and the patient within a day or within a few minutes. According to her, the reduction of the doctor's labor costs is not proportional to the increase in software costs. However, the professional community draws attention to the fact that the direct relationship between the introduction of AI and the reduction of tariffs creates an incentive for medical organizations to abandon technologies and not implement them. In the logic of the letter, there are several risks at once - from the fall in the income of doctors and a mass cut in the issues of legal liability. Health organizer, medical analyst Artem Zuev, commenting on the initiative for Medical Russia, begins with a basic question, namely the status of AI itself. It was immediately said that AI is not a replacement for the doctor, but an additional tool. It's like giving an ultrasound machine to a doctor: you can reduce the customs, because ultrasound saves time. In his opinion, artificial intelligence today is not subject to the law, and medical care is still provided by a medical organization. Cut off its lids for the fact that it introduces artificial intelligence, according to the brokers, "a harmful option, here you can't say otherwise." The logic of the authors of the letter, as he admits, is based on another: the costs of software and licenses are compensated by an increase in volumes - "If a doctor previously examined 5 patients a day, then 45 will be able to watch AI, and the institution will receive more money."
