Israel may be excluded from the European Union's Horizon Europe research program within the framework of the FP10 program. A proposed clause in FP10, which will cover the years 2028-2034, may exclude Israel from the program, whose budget is approximately 95 billion euros for the years 2021-2027. In July 2025, the European Commission proposed to partially suspend Israel's participation in the European Innovation Council, limited to start-ups and not to universities or researchers. Israeli media data show that Israel dropped from sixth to 12th place among EU countries in European Research Council grants.
