Budget, fines and "black creditors": what the State Duma plans to adopt by the end of the year until the end of 2026, the representatives plan to consider 70 priority bills. The program for the fall session was approved on October 22. The list includes the budget for 2027, new measures against illegal lenders, increased fines and initiatives affecting the security forces and family policy. The main priority is the budget On October 29, the State Duma plans to consider in first reading the draft federal budget for 2027 and the planning period 2028-2029. Of the 70 bills, 60 were submitted by the government, five by deputies and senators, three by the president and two more by the Supreme Court. Increasing fines On October 27, the deputies plan to consider amendments that will simplify the criminal prosecution for illegal loans on a particularly large scale - from 3.5 million rubles. Opening a case will no longer be a mandatory condition that the violator will bear administrative responsibility for a similar violation within a year. Another government bill stipulates an increase in fines according to almost 30 sections of the Code of Administrative Offenses. For example, for smoking or drinking alcohol in prohibited places, a fine of 1-3 thousand rubles is proposed instead of the current 500-1500 rubles. For organizations, the fine for defamation of the armed forces may increase from 300-500 thousand to 600 thousand - million rubles. The government explains the need for changes by saying that the current fines are outdated and no longer provide the proper deterrent effect. Biometrics, prosecution and military service are among the priorities, there is criminal responsibility for illegal actions of branches of foreign banks. For disrupting the work of the temporary management of such a bank, it is proposed to be punished with imprisonment for a period of up to three years, and in the case of a group crime - up to five years.
