Russia's regions are formulating draft budgets for 2027, and are trying to keep pace with this year's budget indicators, not significantly increase the deficit and prevent a significant decrease in revenues. Not all issues are successful in such a maneuver, the success of which depends directly, among other things, on the efforts of the district authorities in the field of economic development. Against this background, the Ulyanovsk region is among the top regions that manage to ensure the formation of balanced and socially oriented budgets, taking into account the current economic situation. The government of the Ulyanovsk region was among the first in the Russian Federation to prepare and submit the draft budget for next year for discussion in the regional legislative assembly. The chairman of the regional parliament Valery Malyshev, who received the documents, assessed the budget package as "heavy", but the governor of Ulyanovsk, Alexey Russkych, promised in response that the draft budget is realistic. As the governor of Ulyanovsk region explained, the document was prepared in close dialogue with deputies, the tax service, heads of authorities and the public; The income and expenditure index in the draft budget turned out to be almost the same with a minimal deficit of only six hundredths of a percent. At the same time, the revenues of the budget itself increase by two billion rubles, and the expenses for financing health services, housing and community services, construction and the transport industry increase. The financial support for municipalities is increasing, the priorities remain in paying wages to public sector employees in a timely manner, supporting families with children and SVO members and their relatives, developing medicine and education, road repairs, renewing transportation and financing national projects. The share of social expenditures in the draft budget of the Ulyanovsk region for 2027 exceeds 68 percent. Given the all-Russian trends in the regional government, the new draft budget is called "restrained," and Ulyanovsk Governor Alexei Russkych called the document rational.
