According to the Ministry of Energy, power outages were recorded in the regions of Dnipropetrovsk, Zhytomyr, Rubna, Sumy, Kharkiv and Chernihiv. Dnipro experienced its second major break in two weeks. Electric transportation has been completely shut down, the substations are without power and the metro is only used as a shelter.
