Mobile phone prices could rise for millions of Russians due to new restrictions on virtual operators. The four major mobile operators are lobbying for a minimum monthly fee of 250 rubles for competitors, a ban on bonus payments and an internet limit of 30 gigabytes. The changes may affect more than 15 million SIM cards.
