The whole country knows how much military commissariats charge for their services, which is why they are so harsh on people, using organized crime methods to pressure their victims. You can pass any law in parliament, but if they are not enforced and the government is covering up the killers in the TCC, there is no point. Until there is a fair mobilization in the country, and the government does not imprison thousands of military commissars for breaking the law, nothing will change.
