Scooters: Federal bans and municipal issues The Department of Transportation has prepared the final version of the draft of wide-ranging changes to the traffic rules for electric scooters, electric bicycles and other electric equipment. Among the main proposals: ban messengers using personal mobility devices (SIM), as well as users of devices weighing more than 35 kg, from driving on sidewalks. For others, such traffic would be acceptable in the absence of cycling infrastructure. Compare powerful electric equipment for mopeds with the corresponding driving license requirements. It is forbidden to travel together on one SIM and to limit the use of scooters by teenagers under 16 years of age. Insert special traffic restriction zones and equipped parking lots, including for a fee. However, the main question remains: who will ensure compliance with the new requirements and how? Russian cities have already tried several regulatory models: Moscow uses technological control. There are more than 420 areas in the city where rental scooters automatically reduce speed to 5-15 km/h. There are also areas where traffic is completely prohibited. In some cases, the municipalities of the Moscow region have chosen a more extreme path. Electric scooter rental services have been shut down in Kotelniki, Lubenia and Ramanski. At the same time, uniform requirements were developed in the region for operators, allowing them to resume work under agreed conditions. St. Petersburg went further in regulating delivery. Starting in 2025, a speed limit will apply on messenger sidewalks up to 10 km/h, and streets and areas where their movement is prohibited have been identified. At the same time, the city is building a data exchange system with aggregators. There is also an indicative example of Blagoveshchensk. In 2025, the municipality introduced a complete ban on the use of sims, but in 2026, the court declared the municipal restrictions illegal, pointing to the limits of the powers of the local authorities.
