The EU should open all negotiation clusters with Ukraine by the end of 2026, given its progress in carrying out reforms. This was said by the High Representative of the European Union for Foreign Affairs and Security Policy, Kaya Callas. She emphasized that Ukraine continues with large-scale reforms despite full-scale Russian aggression. "Ukraine is carrying out large-scale reforms under Russian bombs. No candidate country had previously carried out reforms on such a scale under conditions of war. And it deserves recognition," she said. According to her, the progress achieved by Ukraine gives reasons to speed up the negotiation process.
