A court in the Krasnoyarsk Territory found the deputy head of the Krasnoyarsk district and the director of the housing and community services organization guilty of fraud during the renovation of the heating networks. The investigation and the court determined that in the summer of 2024 in Krasnoturnsk they began a major renovation of the heating networks on Kalinin and Oktyabrskaya streets. The budget allocated 18.4 million rubles. The plans were to replace pipes, dismantle old wells and panels and install new trays, however, as later determined in the inspection, the contractor had no intention of honoring the contracts. The old structures remained in place, new trays did not appear, and so that the customer would not notice the difference, traces of defects in the ground were covered. The deputy head of the district, who oversaw housing and community services, gave instructions to the heads of the "customer service" to sign receipt certificates and transfer funds to the contractor. At the time, the housing and community services company was headed by an acting manager, who also became a defendant in the case. The prosecutor's office revealed the plan. The damage to the budget was estimated at the entire amount of the contracts - 18.4 million rubles. The court found both defendants guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud). The court sentenced each of them to seven years in prison in the Sheter Colony of Klalit. Also, the convicted are prohibited from holding positions in local government bodies and municipal enterprises for three years. The prosecution's claim for 18.4 million rubles was accepted. The funds were recovered from the defendants jointly and severally.
