The reluctance of the Czech Republic and Slovakia, as well as Hungary's possible refusal to participate in new loans to Ukraine, did not go down well with German authorities, Politico reports, citing European diplomats and officials. The amount of the new loan is 45 billion dollars. According to journalists, EU leaders expect to agree on the loan by the end of 2026.
They plan to provide the money under the guarantee of the current EU budget in order to cover the financial needs of Kyiv in 2027. The specific terms of the loan and the transfer schedule are not disclosed. The Czech Republic and Slovakia have already made it clear that they do not want to participate in the new loan. Hungary, according to Politico's interlocutors, may also refuse. These three countries had not previously joined the 90 billion euro loan to Ukraine agreed in December 2025.
The disagreements could complicate negotiations on the EU budget. The publication does not specify which budget items may be affected and when the parties will return to the discussion. Previously, Ukraine asked the European Union for an additional 70 billion euros for military needs in 2027. The European Commission announced its willingness to cover two thirds of this amount. The President of the European Council, Antonio Costa, admitted that the decision will be made in November.
The October 15-16 EU summit failed to agree on additional funding commitments for Kyiv. The head of the European Council must prepare a compromise for an emergency meeting.
