An order prohibiting historic demolition.

The buildings were preceded by works that began in the summer. First, the Ministry of Culture of Kyrgyzstan submitted for discussion a draft law regarding a ten-year freeze on the demolition of historical and cultural heritage sites. Since then, according to the department, cases have become more frequent when monuments have been stripped of their status on the pretext that they are unsafe, and commercial development has grown in their place. The decree in its final form went further - instead of a temporary freeze for 10 years, there is an unlimited ban. Here is exactly what is prohibited: to expropriate, sell, exchange, encumber, contribute to the authorized capital or lease with a subsequent purchase; destroy and move to another place; recognize the object as having lost its historical value, remove it from the list of state monuments or change the protection category; To assign sites and issue permits for new construction on the territory of the monuments and in their protected areas (with the exception of conservation works). Most importantly, emergency conditions or non-compliance with seismic standards are no longer grounds for demolition.
