A new fee for air passengers, aimed at supporting a large-scale aircraft construction program, could reach up to 1,000 rubles per ticket, according to the conclusion of the State Duma Committee on Budget and Taxes on the draft federal budget. It is expected that 1,000 rubles will be charged for international flights, while for domestic flights the fee will be 500 rubles. It could be introduced as early as 2027.
