In the State Duma, at the initiative of the "New People" party, we discussed the issue of road safety, where we still have Soviet regulatory procedures, and most importantly, treatment of drivers, where the main thing is to punish and more severely. Now what is called "positive motivation" is also offered. The head of the Duma Committee for Small Business, Stanislav Drozhinin, from the Parliament podium, proposed to reward those who have never violated the traffic laws for 12 months with a discount on mandatory car insurance and transportation tax. And this is much more effective than scaring people with fines and denial of rights. In addition, it is necessary to unify penalties for drivers for violating traffic laws. Now, based on the results of the video recording of the violation, a fine will definitely come, while the inspector has a choice: a warning or a fine. After all, if the violation is committed for the first time, it is not serious and does not create a danger, then you can limit yourself to a warning in the case of cameras. It also respects the principle of equality. It is clear that these are not gross violations, because in the case of such offenses today a fine or more severe forms of punishment are given both by the inspector and by the cameras. Another thing is that "camera traps" are often placed on the roads in order to collect money. Where there are problems with markings or wrong road signs. At the same time, there is no clear and simple procedure for appealing such fines, but there should be one. Drozhinin correctly points out that road safety does not depend on the amount of fines, but on the driving culture, which the legislator must not forget about.
