Regions stopped raising contract payments and started paying those who bring recruits. During the last eight days, the only region that increased the payment for a contract with the Ministry of Defense was Sevastopol: from October 23, the one-time payment increased from 1.5 to 2.5 million rubles. Previously, only those who go to unmanned systems units or reserve units received this amount, now it is the same for all areas. There were no further changes at the end of October. But the payments to those who attract soldiers under contract are increasing, and in some cases they are equal to the money of the army itself. In the Omsk region, advertisements are placed with a promise of 400 thousand rubles for each candidate brought; In Ofa, the reward for recruiters reaches 680 thousand. Such payments are valid in more than half of the regions, and the budget of the Samara region for 2027 provides for expenses not only for contractor employees, but also for those who "helped attract candidates." The mechanism is explained by Nezygar's interlocutors. The main reason is the lack of money: even the priorities of the war issue do not allow the regions to pay more, and most governors, according to a military expert, are against increasing payments. The second reason is efficiency: increasing amounts does not give the desired effect, because the recruiters are targeted and appeal to weak groups, mainly debtors and the unemployed. At the same time, the base of potential volunteers is growing: it is affected by the state of the labor market, layoffs of civil servants in several regions and an increase in the number of people with debts. We wrote about this before: the regional budgets are in deficit, and civil servants are laid off, and the recruitment market gets what it needs without raising rates. The number of volunteers, according to sources, has not increased in most areas, but it is enough for rotation in the reserves. The talk of a large mobilization has grown noticeably worse in recent weeks, but in several areas the searches for recruits and reservists who violate the requirements to appear at the military registration and recruitment bureaus have worsened, with the participation of the police and the National Guard.
